Cannot open a new folder or sub-folder in File Explorer. The 'New Folder' tab does not work and on right clicking, I have no options for a new folder.

It is Windows and not the computer that controls whether you can open / add / edit folders.

In general,

  • Check that Windows Updates are current - and not waiting to restart after installing updates
  • Pending HP Updates might cause the same 'hiccup' although this would not be common.
  • Restart everything - including your router.  This might help and it is one of those things "to try".
  • Check the ownership / controls on the account / folder hierarchy.   Right-Click on the folder in which you are trying to create the sub-folder > Check the Properties, ownership, and permissions
  • Create a new (additional) account > edit the new account to make it "administrator" > log into that account and try the action (create new folder / sub-folder).
