I had to select Notebook above because laptop was not an option.
Windows Hello fingerprint detection is currently unavailable. In addition, this option is OFF and grayed out: "For improved security, only allow Windows Hello sign-in for Microsoft accounts on this device" --I am using a local account.

I think that there is a technical problem. Either the fingerscan sensor is defective or the ribbon cable has come loose.
HP warranty valid -> Contact HP support
HP warranty expired -> Live without the fingerprint scanner
