After going through what seemed to be every possible fix (see below), I thought I would post what turned out to be the ultimate fix for a Windows S Mode "locking" issue with Windows 11 caused by an HP BIOS update.
In the end, the simplest of fixes was the fastest and the best - Reset Windows !
I did this using the built in Windows System reset utility, choosing Local Files (as opposed to Cloud) and performed a complete reinstallation of Windows. The procedure took less than an hour, and all but the very latest Windows updates were installed automatically in the process.

One last thing to note: I wasted a lot of time working with HP support resources on this issue, both here and by opening two cases. We did all of the typical things ... reset the store, checked for corrupt files, and some not so typical things like changing the DNS settings and resetting network settings did NOT work.
In this situation, simplest was best .
P.S. Due to my difficulty, I worked with this PC in S Mode for 2 months. I also wanted to give this laptop in S Mode an honest shot and have access to a desktop with a fully functional WIndows 10,
I say fully functional because after my experience with the Store and what was (and wasnt available), I consider Windows in S Mode as a NOT fully functional version of Windows - at best.
