I am having some problems with the windows and need to format my laptop and continue with a fresh install of windows 10 and Linux. Is it allowed to format the laptop or the company has locked it?

will I damage the hardware if I get it formatted?

HP did not lock it. It was a government machine therefore you need to talk with government agency to unlock it first. Very strange, Normally many old machines from government around the world do not have storage drives, users have to install themselves.

I have recieved recovery disks for both the Operating systems. So Most probably it is not locked? Also these are not government administrated machine. These were distributed by the government to meritorious students.

It is not locked, up to you to do what you like.
