It helps us when you provide accurate information -- and I'm willing to bet you are NOT using Windows Server 2019 -- because that would not install on a laptop. You need to tell us which OS you are really using.
As to formatting -- WHY are you trying to format the drive? If your PC came with Windows preloaded, it was already formatted properly, and if you are trying to reinstall Windows, the installer will do the necessary reformatting.
