I have the four recovery disks. I however do not want to do a system restore. I want to wipe both drives clean. Is this possible? If yes, how?

As you want to wipe your drives for secure clean, then you can try using 3rd party data eraser tools. There are many data eraser or file shredder tools however, I will suggest you to try BitRaser File Eraser, this tool helps the user to securely wipe their data from any storage drive, beyond the scope of recovery.

Yes, its possible however you need to clarify what you mean by format. Format is format but are you looking at just wiping clean or wiping to reinstall OS.
