The loud buzzing could be a faulty fan, but even if it is not, you should not be experiencing that.
You should not be having problems like this with a new PC!
You need to explore what options you have to get it replaced under the warranty.

Thanks for your reply. I have talked with HP customer service and they will replace it. I was hoping to find a solution that wouldn’t require replacing, the shipping times are very long and being without the computer for a month or more is impactful. I wanted to exhaust all possibilities before sending it back. The sound does not seem to be coming from the fan. I am going to try and post a video.

Listening to your video -- while it does not sound like a fan issue, as those are generally failing bearings which make a different sound. Also, a failing or sticking fan, while making noise, would not cause the PC to freeze up like in your video.
There is something else at work here, and if the PC has a hard drive, instead of an SSD, it could make that sound from the drive "jamming".
But regardless, you need a WORKING PC, as that is what you paid for.
Sorry it will take so long to replace it -- but we had our stove burn out and it took us six WEEKS to get a replacement -- when the more typical appliance replacement here is 7-10 days.
