When booting I get
There is a file or folder on your computer called "C:\Program " which could cause certain applications to not function correctly. Renaming it to "C:\Program1" would solve this problem. Would you like to rename it now?
RENAME IGNORE or X Out
I ran every diagnostic possible in windows sfc, chkdsk, antivirus, hp assistant everything passes
SHOULD I CHANGE IT

You should have 3 files that start with the letter P
C:\>dir p*
Volume in drive C has no label.
Volume Serial Number is 4258-AA52
Directory of C:\

if you have a folder or file at "c:\Program" then you should remove it in my opinion.
You should use the windows file manager and browse to the location. If a folder then see what is in it.
You can rename it or move it someplace such as c:\swsetup or move it to your document folder
Microsoft has a safety scanner you can try

Scan for "Malicious" software. Generally speaking this is software that is not considered a virus or trojan. It performs unwanted functions such as downloading newer advertisements or reporting what the users is looking to buy and offering alternative suggestions. Typically free games have these apps.
Type MRT in the windows search bar.
