I got this message does this mean the hard drive is not recoverable?

You will need to install a new hard drive and reinstall the operating system.
Below is the link to the service manual, where you can find the hard drive removal and replacement procedure.
You may want to consider replacing the 2.5" mechanical hard drive with a better performing 2.5" solid state drive (SSD).
After you replace the drive, you can reinstall W10 for free.
Make a bootable W10 USB installer with the media creation tool from the link below.
Make the 64 bit installation media.
Download Windows 10 (microsoft.com)
Boot from the installer, and if it asks you what version of W10 you want to install, select W10 Home.
If it asks for a product key, select the 'I don't have a product key' option, and W10 will install and automatically activate once you are connected to the internet.
Then you can install the drivers and available software from your notebook's support page.
Data recovery...highly unlikely but you can buy a SATA to USB adapter, plug one end into the failed hard drive and the other end into a working PC, and see if you can read/copy and files from the failed drive to the PC.

thank you very much for your response it was very helpful.
As a follow up question - before the hard drive went bad the computer was saying that it couldn't be updated to Windows 11. I can't say the exact reason, but I remember it saying the bios was incompatible. Is it possible to replace the bios with a Windows 11 bios so it can be upgraded to Windows 11?

You're very welcome.
Your PC's processor does not meet the minimum processor requirements to run W11, and it does not have a TPM security device.
it needs to be an Intel 8th gen core processor to get the W11 upgrade via Windows Update.
If you are interested, I can give you a link that has an easy way to bypass the W11 hardware checks so you can install W11 on your PC.

Thank you. I would appreciate the link on how to install W11 on this PC.
I think it would only be practicable to update with a SSD hard drive if I could install W11 and possibly add additional RAM.
If it is possible to do W11, then is there a recommended source or make of the SSD hard drive and RAM?

Your notebook's serial number reveals that it originally came with a 1 TB 2.5" hard drive,
This would be the one I recommend as a 1 TB replacement, as it has the best performance for the price, in my opinion.

If you can live with 500 GB, then get this one. I would not get a 500 GB drive unless you had 250 GB or less used drive space when the drive failed on you,
This has the same performance specs as the WD Blue and is made by WD but for whatever reason, it costs less than the WD Blue 500 GB model, but costs more for the 1 TB model of this brand. Go figure...
Memory:
According to the parts list, your notebook came with a single 8 GB memory chip, so this would be a compatible 8 GB chip you can add into the empty slot.
It is cheaper to buy from Crucial than on Amazon by a few bucks for some reason.

I am 90+% sure that your notebook has two antenna wires connected to the wifi card it has now, but before buying the card below, open up the notebook and check to make sure I am right.
The service manual has the wifi card removal and replacement procedure and it should be real easy to open up the compartment where the wifi card is located.

You can find this model wifi card on eBay. Search by the HP part number not the model of the wifi card.
I bought one new from a seller in China because they had the lowest prices, and I didn't care how long it was going to take for it to get to the USA. I think mine took less than 3 weeks, but that was pre-pandemic.
