HD failed on my 6 year old Laptop. Using a recovery USB from a New Laptop windows 11 to get it started so I may use those wonderful tools. Question: Will I have to purchase another copy of windows 11 since it has nothing in it but a new HD.

You don't need to purchase another copy of Windows because the product key is in the PC's BIOS.
You can make a HP USB recovery drive if you have another PC to use the software on.
Here is an info link for how to use the utility. You will need a 32 GB USB flash drive for this.

After you launch the recovery tool you will need to enter your PC's product number in the tool's search window in order to proceed.
