HELP PLEASE! !! Ive been hacked i have windows 7 hp & dell laptop

I have tried everything.  Hes gotten into all emails 2 computers all social media. How can i get this out of my computer? I delete stuff and it comes back he has a code on something that redistributes it and copies password.  Im going crazy i cant even conduct my business because of this!!! Please help . im running a ore-boot system assessment in the dell right now you can clearly see 2 cpu's.....

Boot in safe mode with internet.

Then download and run Combofix.

Going to try now.  Can i exit out of the memory test or wait? I also have his ip can i track him and find out who he is?  Will this get rid of all the files in my system?

Get a USB flash drive and go to another computer and download Combofix and Malwarebytes.

Take the USB drive to your computer and boot into SAFE mode again.

Then run them from the USB drive.
