Hello
I have recently been having an issue with my HP 15 laptop. It has only been happening recently.
As of late, the fan in the laptop is not spinning as fast as it used to and the temperatures are about 10'C higher than what they were previously (monitored using Core Temp). This is a problem as the CPU (i7-4510U) is starting to throttle to reduce performance at 70'C+.
The fan does spin but it takes longer for the fan to reach its operating speed and the temperature is about 5-10'C higher when it activates the higher speed. The idle temp is also 5-10'C higher.
Nothing has changed about this laptop, no other software, and there doesn't seem to be an issue with the fan as it still reaches speed, just not as quickly.
The only thing that has changed is a BIOS upgrade from F.28 to F.29 and this may be the culprit - as stated, this has not been happening for long.
Any advice or help would be appreciated as I do not see a way to manually adjust fan speed and the only option in the BIOS has been "fan always enabled", which has always been set to ON from the factory (this helps with temperatures).

Welcome to the HP Support Community.
Try these steps to restore the BIOS -
1) Shutdown the computer.
2) Hold down the Windows and B button together while the computer is still turned off.
3) Turn on the computer and continue to hold the Windows and B button until a BIOS Recovery screen appears.
4) Follow on-screen instructions and click on OK
If the issue still persists, download and install the previous BIOS version from this link.

Happy to hear that.
This could be an issue with the updates. The next time when you are updating the computer, try these steps -
Step 1 Windows Updates -
1) In the search box, type and open Windows Updates.
2) Check for updates.
3) If the updates are available, click on install and restart the computer.
Step 2 HP Support Assistant Updates -
1) In the search box, type and open HP Support Assistant.
2) Check for updates.
3) If the updates are available, click on install and restart the computer.

Thank you for these instructions, I shall have a go now. The laptop temperatures aren't great due to the above problem.
Is it actually possible to install an older BIOS? I thought you had to use the newer one?

I have tried the BIOS recovery via Windows + B on startup, it recovered the BIOS without a problem. When I checked the BIOS, it was still on F.29 according to the BIOS Setup (F10 on startup). The CPU temperatures and fan speeds are still the same as with the F.29 update as per the OP.
I've downloaded your BIOS file but it says the only thing I can do is make a recovery USB drive; I cannot upgrade my PC to F.28 because it is already on F.29 (the BIOS that is giving me heat/fan related problems) and I cannot downgrade to a previous BIOS?
Your help would be appreciated.

I'd suggest try re-installing the operating system and check. Back-up the data and try these steps -
1. Shutdown the computer.
2. Turn the computer back on again and repeatedly tap on the ESC until a Startup menu appears.
3. Press F11 once for System Recovery.
4. Choose the Keyboard Layout.
5. Click on Troubleshoot.
6. Go to Recovery Manager and click on System Recovery.
Note : Back-up all your data as System Recovery will delete everything that you had saved or installed on the computer.

Hello,
I'm pretty sure it's the BIOS and not the operating system - as the laptop in question is dual booted with Windows 7 and Windows 10. Both OS'es show increased CPU temperatures and slower fan speeds since F.29 BIOS.
Windows 7 is difficult to reinstall due to the complicated driver setup.
Manually controlling the fan speed would be great, if possible, as a higher fan speed will keep the temperatures under control. In addition, I noticed that the fan is substantially louder, and faster, when installing or rolling back a BIOS; faster than under standard operation. Having the fans run at this speed when the CPU gets to a predefined temperature, would be good.
Or even just a new BIOS to resolve the issues caused by the latest BIOS...
