I have an hp laptop pavilion 15 ab153nr
Recently acquired it. Installed a brand new HDD. And tried to boot using USB windows 10 installation image.
It does not boot to USB. It just restarts.
After many attempts. I pulled out the HDD. And connected it to my desktop and installed Windows 10. Partially. After it asks to remove the USB. I installed it back to the laptop and it should work and continue with the installation.
But all it does is restarts to the HP logo over and over.
I am able to access bios and stay on as long as I want so it's not overheating issue.
Any thoughts?

Just faced the same issue that you were having and was getting frustrated. I tried to boot to a proprietary PE environment to diagnose further and ran upon the error of TPE Misuse. I am working with the same Model Laptop as you for a customer. This fix was to:
-Enter the BIOS using f10 at startup
-under security tab check your TPM settings
- Change them to disabled and then to hidden
Reboot and try the install again and it should allow you to install windows 10

I assume you are booting, or trying to boot, from usb by tapping away on the Esc key immediately after powering on to bring up the start menu? from there tapping F9 for Boot options to select usb?
Have you checked memory? In BIOS look for Diagnostics .

Yes I have ran diagnostics on memory and HDD all passed. I am now trying to boot from USB but instead of using a Windows 10 image. I am using a Windows 8 image and it is booting like normal. I just don't know why won't windows 10 work

Did you make your Windows 10 bootable usb using the tool at Microsoft?

Something evidently went wrong with creating the bootable usb. Did you make it on another late model machine that uses UEFI or an older model with legacy BIOS? When making it use the guide here which details how to be sure it is correctly made when using another machine- particularly Step 5.

I did made the USB stick using another UEFI machine. Also tried installing using legacy mode. And now I made a new USB stick with the link you provided. Followed all the steps. And still the same issue. It does not boot to the USB. Just stays at the HP logo and restarts again and keeps repeating it

Really strange that it boots from a Windows 8 usb and not Windows 10. If you still have Windows 8 installed boot into it and insert the flash drive and run set.exe from it.

I just tried it and after installation finished and laptop restarted. It restarted about 4 times and now I have an error message.
"We couldn't install Windows 10.
We've set your PC back to the way it was right before you started installing Windows 10.
0xC1900101 - 0x20017
The installation failed in the SAFE_OS phase with an error during BOOT operaitop."

I really have no personal knowledge of that error but it seems a lot turns up from a google search:
