Recreate the USB on another PC using Rufus (MBR/BIOS scheme, FAT32, Windows ISO from Microsoft). Disable Fast Boot in the BIOS first if available, then try booting into it. If it still doesn't work, recreate it again with GPT partitioning and try once more. If the issue persists, get professional help, ask a tech guy you know, or contact an HP store/local shop to see if they can install Windows. Since the laptop is very old, if they suggest costly repairs, I recommend avoiding them and getting a new laptop instead.
