I purchased a n.o.s. HP 15 laptop running Windows 11 Pro v10.0.22000 build22000.
Win11 is not supported by HP on HP 15 & yes, I was surprised when I got home that even though it does not have a TPM it could run Win11.
The human inputs (keyboard, touchscreen and touchpad) all stutter every ~3. sec. for ~2 sec.
I checked resources & drivers.
Task manger does not typically show greater than 20% usage of any resource.
Windows is updated, HP support does not have drivers for HP 15 with Win11.
Is there an alternative to MS or HP for updated human input drivers?
Does anyone KNOW if TPM missing causes a system stutter every ~3 sec. and if is there a system or settings workaround?

To avoid questions, n.o.s.=new old stock, HP 15 apparently circa 2018 released with Win8.1, I purchased with Win11 & have no idea how the computer shop was able to load without TPM, I tried with my newer Win10 PC & could not force the upgrade without TPM.

A missing TPM security chip would have no impact on the trouble you are experiencing.
A TPM can enable the following security enhancements:
- BitLocker Drive Encryption: Automatically encrypts the system drive to keep your data safe.
- Data Execution Prevention: Prevents unauthorized applications like malware from running in memory.
- Windows Hello: Secure user authentication without password.
- Secure Boot: Block malicious drivers and rootkits from intercepting the boot process of the Operating system.
I've upgraded some unsupported for W11, 12 - 13 HP and Dell notebook and desktop PC's to W11 and they all work fine.
Some of the PCs are as old as from 2008.
One of the HP notebooks does not have a TPM security device.
