Hi:
If your PC came with Windows installed from HP, it should be supported by the HP cloud recovery tool.
Here is an info link for how to use the utility.
HP Consumer PCs - Using the HP Cloud Recovery Tool in Windows 11 and 10 | HP® Customer Support
You will need to use another PC and a 32 GB USB flash drive to create the recovery media with.

You're very welcome.
Something is wrong because it should have started working right away by you following the prompts to proceed to recover the PC.
Try this:
Have the flash drive in the notebook.
Turn it on or restart it.
Immediately press/tap the ESC key to get the menu of options.
Select the F9 boot options menu, and from that, select the USB recovery drive and press the Enter key.
The PC should boot from the USB recovery drive and hopefully, things will move right along.
If it still hangs, you may want to perform the hard drive diagnostics test (F2) and make sure the hard drive is OK.

The only solution will be to replace the drive.
That is the real problem you had, not that you changing the user name caused a problem.
it was coincidental that the hard drive failed at the same time.
Do you know what type of drive your PC came with?
It could have been a 2.5" mechanical hard drive or a M.2 solid state drive (SSD).
Below is the link to the service manual, where you can find the removal and replacement procedure for either type of drive.
