Initially, my laptop encountered the stop code of irql_not_less_or_equal, then it proceeds to reboot itself and it came to this screen. It has been stuck on 19% for quite a while, it's not budging. I tried holding down on the power key do force a restart but it doesn't work, any ideas on how to solve this?

Hi.

It may be corrupted flash-chip, where BIOS saved.

I have a same problem with my Probook 450 G3, now I need to solder it out and flash at hardware flash unit. But my problem is, that I haven't BIOS backup and all BIOS files provided at HP are packed and encrypted. I found on the internet some files for my revision of mainboard and will try to fix that.

If you have a warranty, just fix it in official HP service.
