Downloaded the "HP Cloud Recovery Tool Installer". Right-click , select "Run as Administrator", then get a pop-up telling me the program needs to be "Run as Administrator", and will not start.
How do I fix this?

I understand you are facing an issue with the HP Cloud Recovery Tool Installer may be due to a permissions or user account issue. Here are several steps you can follow to try and resolve this:
1. Check User Account Permissions
- Ensure your Windows account has administrator privileges.
- Open the Start Menu, search for "Control Panel", and open it.
- Go to User Accounts > User Accounts.
- Make sure your account is listed as an Administrator.
2. Use Task Manager to Run the Installer as Administrator
Sometimes, running the installer through Task Manager may bypass any issues:
- Press Ctrl + Shift + Esc to open the Task Manager.
- Click File in the top-left corner, then select Run new task.
- In the window that appears, type the full path of the installer file, or use Browse to find it.
- Check the box "Create this task with administrative privileges" before clicking OK.
3. Run in Compatibility Mode
The installer may be having issues with your specific version of Windows 11.
- Right-click the HP Cloud Recovery Tool Installer file.
- Select Properties.
- Go to the Compatibility tab.
- Check "Run this program in compatibility mode for:" and select Windows 10 (or another previous version of Windows).
- Click Apply, then OK.
- Try running the installer again.
4. Disable User Account Control (UAC) Temporarily
User Account Control (UAC) settings may block certain actions. Temporarily lowering or disabling UAC can sometimes help.
- Press Windows + R, type msconfig, and hit Enter.
- In the System Configuration window, go to the Tools tab.
- Scroll down and select Change UAC Settings.
- Click Launch, and drag the slider to Never Notify.
- Click OK and restart your computer.
- Try running the installer again.
- After installation, return to the same settings and restore the UAC to its default setting.
5. Check for Windows Updates
Make sure your Windows 11 installation is fully up to date, as pending updates could be causing issues.
- Open Settings (Windows + I).
- Go to Update & Security > Windows Update.
- Check for updates and install any that are pending.
6. Re-download the Installer
The installer file might have been corrupted during the download. Try downloading it again from the official HP website.
- Visit the HP Cloud Recovery Tool page.
- Download the installer and try running it again.
7. Check for Antivirus/Firewall Issues
Sometimes, antivirus or firewall settings can block the installation of certain software.
- Temporarily disable your antivirus software and firewall.
- Try running the installer again.
- If it works, make sure to add the installer to your antivirus software’s whitelist before re-enabling protection.

Hi Gaya1239,
Thank you for your response. I have tried the "Run in Compatibility Mode", but it does not offer Windows 10. I selected Windows 8, and "Run as Admin" but it took me to the MS download site and again told me to "Run as Admin".
I have spent many hours on this and do not want to spend more. If I purchase a Windows 11 retail license can I just install it over the HP OEM version?

I am sorry to hear that the above steps did not help much but i do appreciate your efforts in performing the troubleshooting steps.
Please follow the steps below to perform an extensive system test to confirm if the hardware is working fine.
1) Shut down the computer.
2) Turn the computer back on again and repeatedly tap on the ESC until a Startup menu appears.
3) Press F2 once.
4) Go to the system test > extensive test
If the hardware is working fine. Kindly refer to the steps on this link to perform a recovery on your Laptop. (Take a backup of the data before performing a recovery)

I have completed the entire list of tests last week and everything is ok.
I have also tried to use the HP Cloud Recovery Tool Installer on my Laptop, but it will not run.
I have also tried to use the HP Cloud Recovery Tool Installer on my Windows 10 desktop and it tells me to run in "Admin" mode, but I open the app by right-clicking and running in ADMIN mode. It takes me to the https://www.microsoft.com/store/productId/9MTKS9PR7R3N?ocid=pdpshare site and tells me to run in ADMIN mode.
When I do F11, I get the screen that says "Recovery" and hit F1, the screen goes black and and simply returns to the "Recovery" screen.
Pressing F8 does nothing.
I purchased a stand-alone edition of Windows 11 from BH Photo.
When I try to boot from the USB, it says it cannot find a drive, and to start the computer and use Setup.exe.
I start the computer and use Setup.exe and get the screens attached to this response.
