HP Cloud Recovery Tool doesn't know the Product ID of my new laptop ProBook 460 G11.
Notebook: HP ProBook 460 16″ G11
Product ID: A38JGET#BCM
Tool reported error: "Product ID does not match or is invalid. Contact HP Support"

You use the HP cloud recovery client utility on your notebook's support page, and you need to enter the serial number of the notebook, not the product number if you have to use the tool on another PC.

This will only work if your notebook originally came with Windows from HP and not FreeDOS.

I run the HP Cloud Recovery Tool on the same laptop I want to create the Recovery Medium for.
When I enter the Serial Number instead of the Product ID, the tool says "Product ID is invalid"
When I enter the Product ID of another laptop we have at home (HP ENVY x360, Product ID: 8F015EA#BCM), the tool creates the USB flash media normally.
I have installed "HP Cloud Recovery Tool" from Microsoft Store, is that OK?

I had installed the "HP Cloud Recovery Tool" from the Microsoft Store, but it is apparently not intended for this laptop.
So I installed the "HP Cloud Recovery Client" instead, as you advised, and now everything is OK, I can now create recovery media.
