Installed HP Cloud recovery tool to reinstall windows 10 and getting an error product id does not match or is invalid.
It is correct it even shows the same info on the website when I enter the serial number.

Either the notebook was never supported by HP for the cloud recovery tool, or it is over 5 years old and that is the point where HP discontinues cloud recovery tool support.
I checked your notebook's 3GB59EA#ABU product number on the cloud recovery tool's website, and it returns an Item0015 error, which means the PC is not supported.
Your only other option would be to make a bootable W10 USB installation flash drive and clean install Windows.
After W10 has completed installing, you can install the drivers and available software from your notebook's support page.
