Hi,
I f my laptop OS destroyed and do not have the recovery image, Can I use another vendor laptop for example Dell to install the HP cloud recovery software then download my HP laptop recovery media to recover my laptop.

Hi:
Unfortunately you cannot.
I experimented with another HP PC and it scans your PC and reports not supported.
You have to run the cloud recovery client software from the PC that is supported by it.
If your PC is one of those where the cloud recovery client is listed on the driver page, then it means it came with W10, or W10 Pro downgrade to W7.
Anyway, you can install W10 on the PC at any time using the Media Creation Tool at the link below.

You can make a W10 USB flash drive installer using an 8 GB flash drive using another Windows PC, since your PC is not working.
W10 will work with the product key in the BIOS, install and automatically activate once you are connected to the internet.
Here are the steps to create the W10 USB flash drive installer...
- Select Download tool now, and select Run.
- If you agree to the license terms, select Accept.
- On the What do you want to do? page, select Create installation media for another PC, and then select Next.
Select the language, edition, and architecture (64-bit or 32-bit) for Windows 10. You want 64 bit.
- Select which media you want to use:
- USB flash drive. Plug in a blank USB flash drive with at least 8GB of space. Any content on the flash drive will be deleted.
Then you can install the drivers and available software from the PC's support page.
Then once you install W10 that way, and can connect to the internet, you can create the HP cloud recovery installation media.

I have installed the HP cloud on Dell laptop and the software asked me for the HP serial no. then directed to windows 10 download ,
my question here is , this is legal to run the HP cloud on onther vendor to download my HP image

I would imagine it is legal.
You can only install the software on a HP PC that is supported by the cloud recovery client.
I guess the reason it didn't work for me was that I don't have any HP PC's that qualify to use the cloud recovery client software.
In other words, I had no modern HP desktop or notebook where I could enter a qualifying serial number.
