This HP Compaq 6910p is a old device so finding a way to boot from a media creation tool from USB isn't working at all. I understand it's too old for UEFI device boots but I was wondering if someone has a idea to be able to install either Windows 7 or below as 10 seems too much for it (it was running 10 before it needed to be sanitized)
I've tried installing the WMCT for windows 10 already but since I learned it only accepts MBR formatted devices, even trying brings up a "Cannot find USB devices" error when I try using WMCT on another machine
Any suggestions?

I installed W10 from a DVD drive on mine.
I don't recall if I tried a USB flash drive.
I definitely could not boot from a USB flash drive to install Windows on my HP nc6400.
It just hung.
The problem with installing the latest build of W10 via DVD is the file is too large to fit on a standard 4.7 GB DVD.
If your notebook has a DVD drive, here is the link to the last W10 64-bit Engish (US) ISO file that could fit on a standard DVD.
The link will be good for 24 hours from the time of this reply.
Use the Microsoft tool that I zipped up and attached below that you will need to transfer the ISO file to a DVD so that it is bootable.
Then you can update to the latest build of W10 from within Windows.
Note: If your 6910p has the AMD graphics, the last several builds of W10 won't work with the W7 AMD graphics driver.
The notebooks with the Intel graphics work fine with the latest build.
