Operating System: Microsoft Windows 10 (64-bit)

During the upgrade from window 8.1 to window 10 home (64-bit). The recovery sofware and patition has deleted. It possible to prurchase windows 10 with recovery patition and recovery manager. what will be Price?

No it isn't  possible. Your upgrade through MS now lies with them to provide installation media. You can use the free Download tool to create a Windows 10 usb flash drive installer:

https://www.microsoft.com/en-in/software-download/windows10
