HP Elitebook 820 G3

I was given an ex-business Elitebook 820 G3, it was running great then one day I went to charge it, it appeared to fully charge but now it won't boot. I get a black screen, the fan comes on and stays on and the caps lock and num lock keys blink once, sometimes 5 times. I have done everything suggested through the forums, HP's own guides, I checked the memory, the ssd, the battery, all are fine. I downloaded the cloud recovery too but it won't connect when I run it on my main PC, it seems to think it is my main PC I want to fix, I cannot run it on the laptop for obvious reasons. 

 

I am trying to repair it myself as it would cost more than it's worth to have it repaired professionally, HP staff are of no use as they just repeat what the website says and then tell me to take it to my nearest repair center which is in London, i'm in glasgow so that isnt happening. 

 

All I need to know is, is there a fix or is it for the bin, obviously after stripping it of the memory and ssd? 

 

FYI, I had linux installed on it as it came to me with no OS due to the fact it was a business laptop but it does have the Windows 10 Pro key sticker on the back.

The only suggestion I can offer would be to make a USB BIOS recovery drive on another Windows PC with the latest BIOS HP has for your notebook:

Hi, I tried that with the win + b with the bios recovery USB but nothing happens, its as if it is stuck in a 30 second loop which makes me think that either the CPU has failed or a power rail has failed as sometimes the UBS led comes on and sometimes it doesnt. When it does, it looks like the system is searching the usb drive but nothing happens. I left it for over an hour but it just repeats the same thing every 30 seconds.
