I'm having the same issues as well, not only on HP laptops 840 g3/g4 and 1040 but also on several Dell E7270 laptops. It's driving me mad, pretty sure it's a Microsoft bug. Hope they fix it soon.

Sorry for my late reply. My colleague said he didn't do any changes, he didn't install those drivers recommended  by HP.

We haven't yet heard from our customer again, I'm not sure if she's just grown tired of it all and thrown them all in the trash and partnered up with another company, or if they just "started working".

 

Sad so say I don't have anything better to inform.

I have users reporting the same issue, however we are still using Windows 7.

 

I will try the power settings to see if that helps.

With continual Windows updates, I no longer see this problem. I can't say which Update solved the problem, but I am at Build 16299.

There is a noticeable delay on reboots where my external mouse is not responsive, but it eventually works. Less than 30 seconds on average.
