So I’ve tried every combination of recovery options on my laptop with/without safe mode, GUI, command line, you name it.

After most recent W11 update I am no longer able to get to the desktop; black screen only.  The only “utility” I can get to is Task Manager with CTL/Alt/Del, but disabling this that and the other all produces the same results.

I have files backed up, but cannot for the life of me find anywhere to order recovery USB media.  Any suggestions?  I have resigned myself to the fact I will need to rebuild, which is fine, but just need to find HP USB media.

Hi:

You should be able to make a bootable USB recovery drive with the cloud recovery tool that you can use to reinstall W10, the drivers and the software that originally came with your notebook.

If your PC is not working, you will need to have access to another Windows PC running Windows 7 64 bit or newer and a 32 GB USB flash drive to create the recovery media.

Here is an info link for how to use the utility.
