Hi,

You can create a recovery USB with the full OS by using the HP cloud recovery tool on a different computer

You can also download the media creation tool from Microsoft on a different PC and create a bootable USB drive with the OS on it which you can use to perform a clean install and then let the computer update and it will find all the drivers.
