Allow me to welcome you to the HP Community Forums!
I'm not popular here because, as a Systems Engineer, I went out of my way to provide information that was Technically correct, not Politically correct, and sometimes, that information was negative. This is one of those times.
I don't do this to offend; instead, I do this because you have a right to know the REAL situation, even if that is disheartening.
Whomever told you to do a low-level format of an NVMe SSD (which is what the HP specs say your PC has) is an idiot. Low-level format is 10-year old stuff and was for hard drives, not SSDs. You should have done a hardware Secure Erase -- but you require a separate PC with a connector to the SSD to do that.
You still might be able to do that if you can find a connector to couple an NVMe SSD to a working PC, find out what brand is the SSD, and go to the manufacturer's website to download and install their SSD maintenance software.
Once you have done that, read the info below about HP Cloud Recovery:
If your PC is a 2016 model or newer, you should see if you can make a bootable USB recovery drive using the HP cloud recovery tool on a working PC.
The recovery drive can then be used to install Win10 and the HP drivers and utilities that originally came with your PC.
