I had a bunch of people with the same issue I was having but there was no solution until now.  On my HP laptop when I went to reinstall windows on a faster hard drive I had gotten for it, A couple of times after re-attempting to boot > static colored screen shows after the HP logo comes in screen. I've done all the basic troubleshooting, ran extensive diagnostics > all passed without errors. I'm able to get in the BIOS and everything, just as soon as the laptop tries to boot the OS, the static screen appears. I found out the issue with these laptops is they wont install new updated versions of windows 10 so what you have to do is get a 2016 windows iso file and use ruffus to install it to a usb then the bios installs windows just fine with no errors. Once installed just update windows to the latest version.
