& now i keep getting a graphical screen with a command prompt window running X:\windows\system32\cmd.exe - startnet.cmd which prints out the lines:

It also says completed, what can i do?

You can use another PC to download and run the Windows 7 ISO downloader. Use the following link.
https://www.heidoc.net/php/Windows%20ISO%20Downloader.exe
Once you have downloaded Windows 7 Starter, you can use Microsoft's Windows USB/DVD download utility to create a bootable Windows 7 installer. It is available at the following URL.
A detailed explanation of how to use the download tool is at the following Microsoft web page.

For my own HP mini use, I previously used a USB DVD drive with a DVD installer before the USB Windows installers became so simple to use and create. The USB installer is a more modern and faster solution. An install takes about thirty minutes with the USB installer.

What do you mean by "I cleaned my hp mini 110-1125RN with out backup"? Can you explain what you did?
Are you using your Recovery disk set to attempt to perform a recovery?
