Task Bar not working. Tried restarting Windows Explorer. Upgraded drivers. BIOS update solved this problem yesterday. Disabled all start ups. Dont know what else to try.

If System Restore fails or is not applicable for you
and
if you somehow manage to start Command Prompt (CMD) by running it as Administrator,
you can run a command there
DISM /Online /Cleanup-Image /RestoreHealth
in attempt to repair Windows online

Welcome to the HP Support forum.
Would you confirm the Windows version you use ?
What do you mean the TaskBar was not working ? Please, provide as many details as possible.
In order to better illustrate your issue, you may take a couple of screenshots and post them back here
or create a video using a camera/smartphone and post it back here
Drivers and BIOS have nothing in common with the Windows TaskBar, therefore they are not related and there is no need to "touch" them.

OS is Windows 10. When I start my laptop my taskbar doesnt open anything when I click on te icons. Also some icons will be gone from the taskbar. I use Cortana and am unable to open the start window as well. I have found temporary fixes by making all startup items disabled and by updating BIOS, also held the on button for 5 seconds and leaving the startup screen open for 5 minutes before entering my password. The temporary fixes never work twice tho and I havent stopped it from happening. I appreciate your help and you replying.

If the problem started recently and if you haven't performed major Windows 10 upgrade (like the update from Windows 10 version 1803 to 1809), you may attempt to "turn back time" by using System Restore feature and restore back the system to previous time when the situation was OK [note - personal files are not affected by this operation]
- You can shutdown the computer using the power button (pressed and hold for a few seconds until PC powers off)
- Then, power the computer back on.
As soon as you press the power-on button, immediately begin hitting the Esc button (like tap-tap-tap) before any logo appears. This should open a HP Startup Menu
- Choose F11 for System Recovery options.
The computer should boot from it's recovery partition to open you various recovery options. Note, that F11 option will only work if the recovery partition is there (not deleted) and intact. From there, you have prenty of options to choose from. Every HP computer comes with recovery partition present to assist in tough moments.
Please, perform System Restore first in an attempt to fix the issue. Please, restore back to previous days (restore point) where the issue was not present. Here is more info:
