I understand your concern and I must let you know that HP Doesn't recommend installing the OS using a retail copy of windows, as you can always utilize the HP Recovery media to install the OEM back anytime. 
 

If you didn't create one on your computer after it was purchased, as mentioned before,

you could always order one online using this link, However, If you want to go ahead and install the retail copy of Windows either way: Click here (An HP Expert has provided the steps that should help your cause)

 

If I have helped you resolve the issue,

As I understand the PC isn't booting past the HP Splash screen after the recent OS reinstallation,

No worries, as I'll be glad to help you, that said, I'll need a few more details to dissect your concern & provide an accurate solution: 

How was the OS installed, was it a retail copy of windows or the recovery manager/media used?

Why was the Windows OS reinstalled? any particular issues that you could elaborate on? (to understand this issue).

 

While you respond to that, I recommend running an extensive system test using the HP Hardware Diagnostics to ensure this isn't a hardware failure: Click here for instructions.

 

If you have used a retail copy of Windows, please get a copy of the recovery media and utilize the same instead as it's recommended by HP and should resolve your concern: Click here to know more.

This is factory HP installation. I joined Windows insider throu settings. However something didn't seem right before or after insider build preview was installed. Possible virus maybe. Anyhow I made a mistake and clicked on remove Windows store app cause no apps would update/download. I was unable to find a solution to re install Windows store. So I did settings/update and recovery/reset Windows/delete everything and when it booted a lot of apps were not installed including Windows store. So I did the fresh installation of Windows option that it gives you in the update &recovery tab. It redirects you to Windows defender and that was last time Windows was booted. I have run all those diagnostics including extensive and no errors

I'm glad the tests have passed without any errors, that confirms this isn't a hardware failure,

And if you've already utilized an HP recovery media and yet the issue persists,

I recommend you Contact HP to set up a service to have the HDD re-imaged with a fresh copy of Windows:

 

HP Technical Support can be reached by clicking on the following link: http://h22207.www2.hp.com/us-en/?openCLC=true

(1) Once the support page opens please select the country in which you're located. Next, enter your HP model number on the right.

(2) Next, choose the 'Contact Support' tab at the top and scroll down to the bottom of the 'HP Support- Contact' page to fill out the form provided with your contact information.

(3) Once completed click the 'Show Options' icon on the bottom right.

(4) Lastly, scroll down to the bottom of the page and select 'Get the phone number.' A case number and phone number will now populate for you.

 

They will be happy to assist you immediately. 

If the unit is under warranty repair services under the manufacturer's warranty will be free of charge.

I don't have money for that but I do have I brand new windows 10 bootable USB drive. Can I just install Windows with it? If so that's what I'd like to do.

I utilized HP recovery media to reinstall Windows from OS. Not recovery media on USB to reinstall Windows through bios.

Thank you so much. I'd like to do the HP option but can not afford it at this time. And refuse to go without my PC till I come up with it!

One final question. Later on can I purchase the recovery media and everything go back to as it was new or will Windows retail version prevent that?
