This issue happened some days ago. I installed Omen Gaming Hub SDK from Official HP (even though it's already installed. newer version, I didn't realize).
After that the laptop fan behaviour seems changed. The Balanced and Performance options in Omen Gaming Hub seems like doesn't work.
Usually in Performance Mode my GPU (RTX 3060) power could reach 100W. The CPU temperatures keep increasing, 80, 85, 90 and the fan will soon increase.
Likewise, in Balanced Mode, usually, the fan never exceeds 4200 rpm. Hence the power to GPU will never reach 100W.
Switching from Performance mode to Balanced mode should in short time reduce fans to no higher than 4200rpm, even in mid game. Same with switching from balanced to performance mode should in short time increasing power and fan increases immediately.
Basically switching from balanced to performance and vice versa previously would have noticeable and consistent behaviour.
But it changed after last some days ago, I installed Omen SDK (sp112930) which it's not necessary as Omen Gaming hub already installs sp114076 which is newer.
Now the fan will run in low approx. 2500-2900rpm. Usually when temp reach 80+ the fan should be already in 4200rpm in Balanced mode and should be higher in Performance mode. Even though I run Cinebench or running game. Even if the CPU is already in 90+ degrees the fan will stuck in 2900 rpm. Switching Balanced or Performance seems have no effect.
The only thing to help trigger the fan up is when switching to Manual fan, even in brief period. for example switch to manual while Cinebench is running until it reach 4000+ rpm and switch to Auto, then fan will ramp up to 5000 rpm+ to cool the 90 C+ CPU, And yes in Balanced mode can reach 5000+ rpm while it previously should never go up higher than 4200rpm.
I have done some steps to try to fix.
1. Reinstall Windows using USB
2. Clear CMOS by using WinKey + V + Power combination
3. Reflash BIOS
I have prevented Windows from automatically install driver update to prevent unexpected problems.
Now when I want to play game I have to manually trigger the fan to manual mode when game is running, then set back to auto, and the fan will adjust to higher rpm after that according to temperature, only then The GPU will reach to maximum graphics power.
I suspect there might be a hardware problem at the same time when I tried to reinstall Omen Gaming Hub SDK. Because the problem still persists even reinstall of Windows or BIOS. It's like the Auto fan mode doesn't respond correctly to temperature.

Seems problem is solved. It's software problem after all.
Last week I updated Omen Gaming Hub app to latest version from Microsoft Store 11.9.4.0 from previously 11.8.5.0 and the problem simply goes away. Good thing I checked Microsoft Store before bringing it back to HP Service Center again after previously the problem still persists after checked by Service Center.
Now switching from Balanced to Performance will immediately increase performance and vice versa. Previously need to trigger temperature change (click Manual/Max then back to Auto in succession) then the performance will be adjusted.
Now it works again, it seems Windows Store automatically updates it to problematic version, I didn't notice any updates installed nor the version change.
Also the battery life seems better now as it's no longer turns on and off the GPU for brief time when it should be disabled when not used. Now that the custom fan curve feature is available, I haven't fully verified it's working or not, but it will be another topic.
