Can I upgrade Windows 8.1 OEM to Windows 10 Home if:
Broken USB key & no ADMIN Password?

You can't upgrade from the standpoint of simply changing the OS version from OEM to Home. The OEM OS is either Pro or Home, most likely Home.  So, I don't know what you expect to accomplish by such a change.

 

You could certainly purchase your own copy of Win10 Home, install it over the OEM copy, and activate it with the license you received from the purchase -- but that would be a lot of work for nothing useful.

Thank you for the prompt reply WAWood,

From an "Advanced User" account I updated the W8,1 OEM OS, then I tried to install a printer driver. That  is when I discovered the password I have does not work and the "Recovery USB" is damaged. Step 2 delete the password in the registry but ... is Win8.1 worth saving? Therefore, upgrade to Windows 10 Home seemed like a better use of my time. However, if I can not install a printer driver then how am I going to upgrade W8.1? 

Step 3 M.S. knowledge base, read something about OEM upgrade is better b/c it preserves the drivers for the model & configuration by the Mfg.  

Step 4 if that fails then something about Windows Media Creation Tool is a universal solution. However, never done that, reading many problems with using that.

Therefore, is Step 3 OEM upgrade a solution?

Or  is Step 4: Windows Media Creation Tool  a thing to learn how to do? 

Or ???

P.S. On the internal H.D.D. is a partition called "recovery".
