Looking for some help with a new 15-cc195cl that is EXTREMELY slow. It takes a very long time to boot or execute any operations. Like several minutes just to boot up, then I get a blue circle for several more minutes before I can open an programs. All programs load very slowly. Web browsing is also very, very slow. Just loading Google.com takes 10-15 seconds.
For comparison my Surface Pro 2 was able to boot, load a web page, buy some ferry tickets, print them and shut down before this computer even finished loading into Windows.
I've performed a host of recommended troubleshooting steps with no improvement. I disabled the McAfee security for Windows Defender, also with no improvement.

Sounds like it has been messing up. Please do a Factory restore of re-install Windows 10.

This slow condition has existed since the computer was first turned on. Is it likely that simply re-installing Windows 10 to factory defaults will resolve the issue, or simply restore to a state with the same problems?

Doing a Factory Recovery as suggested by banhien would rule out just a flaky install of Windows causing the problem. A fresh install may solve it.
Of course- I would also run the tests using F2 at power on to rule out any hardware issues. Immediately after powering on start tapping the Esc key. This will open a menu where F2 System Diagnostics is an option. Tap F2 key and run the tests.

I performed myriad tests using the F2 @ power toolset. While I did not do the "long" tests, the system passed all the shorter test versions.
I ended up reinstalling Windows from the system recovery partition using the Windows recovery tool. I elected the keep my data option. This seems to have resolved the slowdown issues.
I'll note that before this HP tech support chat remoted into the system and performed a bunch of cleanup and system tweaks. A side effect was on reboot was the following:
- the cursor was locked in one position
- The cursor responded to the touchpad but snapped back to the locked position when the finger was removed from the pad
- "ghost" circles were seen on the top part of the screen
- the touch screen no longer responded to inputs
- the keyboard still worked
Through research and trial-and-error I found that there was an issue with the touch screen driver. Once this was disabled the cursor responded normally to the touch pad and the ghost circles went away. Enabling the touch screen again reproduced the issues. The issues were resolved with the same reinstall of Windows mentioned above.
