I downloaded HP Cloud Recovery Tool and entered my Product ID. It shows error in red saying "Product ID does not match or is invalid. Please contact support".
I was able to download my recovery image back in 2020 using my Product ID without any issue. How can I get my recovery image?

HP withdraws support for the cloud recovery tool when the PC reaches 5 years of age, which is why the software no longer works for your notebook.
If you need to reinstall Windows, you will have to make a bootable W10 or W11 USB installation flash drive with the applicable Microsoft media creation tool from the links below:
After Windows has completed installing, you can install the drivers and available software from your PC's support page.
