My laptop (HP Pavilion 16-af0000nh - AY7G5EA) does not always shut down properly. When I click the shutdown button, the process starts as if it is shutting down, but after the screen goes dark, the power light remains on, and the fan continues to run. I can only fully shut it down by holding down the power button.

In the event log, an error message appears every second:

  • Source: usermodepowerservice
  • Event ID: 12
  • Task Category: 10
  • Description: "The process C:\Windows\System32\WUDFHost.exe with ID 1580 has reset the policy from {381b4222-f694-41f0-9685-ff5bb260df2e} to {381b4222-f694-41f0-9685-ff5bb260df2e}."

If I change the power plan from "Balanced" to "High Performance" or "Power Saver," the error message disappears from the event log, but the shutdown issue does not always resolve. Deleting the "Intel Innovation Platform Framework Processor" in Device Manager also stops the error messages, but it reappear after reinstalling. I have tried different versions of the Intel Innovation Platform Framework Processor Participant drivers (Core Ultra 5/7 series):

  • 2.2.10001.3 Rev.C
  • 2.2.10001.3 Rev.B
  • 1.0.11404.41023 Rev.A

The error message appears with all drivers. I suspect this might be related to the shutdown issue.

  • BIOS version: F.31 Rev.A
  • Fast Startup is disabled.
  • SFC and DISM scans found no errors.

I purchased the laptop in August 2025, and the issue started after a fresh installation of Windows 11 and some updates. Thank you for the detailed update and for completing the clean boot and power reset steps! It’s very helpful to see that the shutdown issue didn’t occur during your testing and that the Event ID 12 only shows up in connection with the Intel Innovation Platform Framework Processor driver. Based on your observations, it does seem that the driver is the key factor.

Here are the next steps you can take to manage and possibly resolve this issue:

 

1. Disable Intel Innovation Platform Framework Processor Service (Temporary Workaround)

Since the shutdown issue does not appear when this service is disabled, you can try keeping it disabled while using the Balanced power plan:

Press Win + R, type services.msc, and press Enter.

Locate Intel Innovation Platform Framework Processor.

Right-click → Properties → Set Startup type to Manual or Disabled.

Click Stop to halt the service immediately.

Test normal shutdown while Balanced plan is active.

This is a safe temporary workaround until a proper driver fix is available.

 

2. Test Alternative Power Plans

Since the problem does not appear under High Performance or Power Saver, you could:

Continue using one of these plans as a temporary solution.

Or, create a custom power plan based on Balanced settings but with certain advanced options (like processor power management and hybrid sleep) adjusted to mimic High Performance behavior.

 

3. Monitor Driver Updates

Intel and HP may release a driver update that addresses this shutdown issue:

Keep the Intel Innovation Platform Framework Processor driver updated via HP Support Assistant or Intel Driver & Support Assistant.

If a new version is released, test it carefully with Balanced power plan.

I understand your HP Pavilion 16-af0000nh is not shutting down properly, with the power light and fan remaining on even after the screen goes dark. Let’s go through a few steps to check what could be causing this.

Check Power Settings

Ensure Fast Startup is disabled (which you already did).

Open Control Panel → Power Options → Change plan settings → Advanced power settings and reset all settings to default for your active plan.

Update BIOS & Firmware

Verify if a newer BIOS version than F.31 Rev.A is available for your model via HP’s official site.

Sometimes, power-related issues are resolved with BIOS updates.

Check Device Drivers

Intel Innovation Platform Framework Processor drivers may interfere with shutdown.

Uninstall the driver, reboot, and allow Windows Update to automatically reinstall recommended drivers.

Avoid using older versions from external sources for testing, as ARM/Hybrid hardware can be sensitive to mismatched drivers.

Check for Power-Related Services

Open Services (Win + R → services.msc) and ensure Usermode Power Service and Power services are running and set to automatic.

Restart these services and attempt a shutdown.

Perform a Clean Boot

Press Win + R → msconfig → Services tab → Hide all Microsoft services → Disable all, then reboot.

Attempt shutdown to see if the issue persists.

If shutdown works in clean boot, a third-party service is causing the hang.

Run Windows Power Troubleshooter

Go to Settings → System → Troubleshoot → Other troubleshooters → Power and run it.

Check Event Logs After Clean Boot

If the error WUDFHost.exe Event ID 12 disappears during clean boot, the issue is likely driver-related.

You can systematically re-enable services to find the culprit.

Advanced: Power Reset

Shut down, unplug the laptop, remove the battery if removable, and hold the power button for 30 seconds.

Reconnect and boot normally to see if residual power is cleared.

Thank you for the detailed suggestions — very helpful. I haven’t replied earlier because the laptop is used by a client and I needed to schedule time for testing. A quick status update and next steps: the machine may not be fixed yet, but it hasn’t reproduced the problem for the past week; the WUDFHost.exe Event ID 12 returns when the power plan is set to Balanced. Fast Startup is already disabled. I reset all advanced settings for the active power plan. BIOS is up to date (F.31 Rev.A). I have repeatedly uninstalled and reinstalled the Intel Innovation Platform Framework Processor driver and tried older and newer versions without any change. The Usermode Power Service is running and set to automatic. I still need to test shutdown behavior in a clean boot and perform the power reset (shut down, disconnect power, drain residual power) — I will do those during this workweek and report back with results!

I have completed the remaining tasks. The Advanced Power Reset has been performed. After running a clean boot, no errors appeared in the Event Log while testing under Balanced mode. Furthermore, when I re-enabled all services except for the Intel Innovation Platform Framework service, the issue still did not occur in Balanced mode. This clearly indicates that the problem is related to that driver for some reason.

Since the failed shutdown did not happen every single time, it will take a few weeks to confirm with certainty whether the “WUDFHost.exe Event ID 12” error is directly connected to the shutdown failure.
