Microsoft Windows 10 (64-bit)

Turned on my computer this morning and it stayed on the loading screen forever! Turned it off with the power button and back on again and then it said it could not start up. GVe me some options to Restart, reset the computer with and without saving data, etc. Etc

Tried everything but nothing seems to work? Any advice on where to go from here?

Hello, your laptop is not old so you can try to use Cloud Recovery for make your new recovery kit, if available for your PC:
https://support.hp.com/us-en/document/c06162205

If not available you can directly create a installation media with the Microsoft tool after your system reinstallation you just need install drivers:
https://www.microsoft.com/en-us/software-download/windows10

Begin installation with Microsoft media you just need to select the good edition, probably Home, and click on "I don't have Product Key. System will automatically activated. 
And after installation you need to reinstall your programs.

Hello, if you have tried to reset your computer you can execute an hardware test in your computer. For this, restart your computer by tapping F2 when it is been down for restart. You come in HP Hardware Diagnostic Interface and can execute all tests. If you have a fail please tell us.

Tried the F2 and the screen said : The system check command file is improperly formatted or missing. There was a count down timer going and when it was done it restarted the computer to a blue screen Automatic repair. same as before.

I did make up the diagnostic USB but the computer will not recognize it. A friend works in IT and he figures I need a new OS? Thanks for all your advice on this! I am off for the next 2 weeks, sadly without my laptop!

Make hardware diagnostics is for know if it is an hardware problem or a software problem, with your operating system (OS). 

 

Normally for boot to it you need to start your PC taping F2; with your USB key connected. 
If Don't work it is written you need to disable the secure boot:

I got an HDD enclosure and have retrieved my information from the HD.  then I went back and followed your previous instructions.

 

I was able to get into the  HP PC Hardware Diagnostic UEFI. Ran a system test and got the following error  for the

Hard Drive 1 - Primary HDD Bay  PG8384-7SFA1P-GXGJLK-60UV03

Hello, so your hard drive appears to be defect, and you probably need to replace it. 

If you want , you can try to reinstall Windows, taping F11 key at your PC's startup. If it is not working, you need to replace your hard drive.

I have ordered another HD will be a few weeks until I can work on the laptop again. I have tried every option from the blue screen after pressing F11. 

 

One more question I have, once I receive my new HD, how do I get windows back? I am guessing this info is on the old HD? or maybe gone all together?\
