I am still seeing the same thing after applying the following:

2018-01 Cumulative Update for Windows 10 Version 1703 x64 (KB4056891)

It still shuts off when you push power+volume down button….but then when you turn it back on, it is past the CTRL-ALT-DEL screen and you can enter your login credentials.   This whole process takes about 8-10 seconds.....(cuz you can't turn it back on right away)

(I didn't get to test the following)

2017-12 Cumulative Update for Windows 10 Version 1703 x64 (KB4053580)

I will add that this is the factory image that shipped from HP, rather than a fresh ISO build.....

You need to change the power settings so the power button is set to "do nothing" or else it will put it to sleep

Clearly to get Power and Volume/down to work correctly this must be set or it will simply send the unit to sleep

But then you cant put the machine to sleep with that button any more (af if you could do on any other tablet)

Interestingly I still have this issue.

Windows 10 1709 with 2018-02 CU patch level.

Latest BIOS version (1.15)

When built with Modern Stanby enabled - no issue. Unlocking works fine.

When built with Modern Stanby disabled - issue exists. Unlocking is problematic.
