Hello! So I wanted to factory reset my pc because the partitions were bugged. But when I came in the Windows Recovery Environment the HP RECOVERY MANAGER wasn't there. Is there a way to fix this?

Hi:
If your PC does not have the Recovery Manager software, and you want to factory reset the PC, it should be supported by the HP Cloud Recovery Tool which you can use to make a bootable USB recovery drive that will reinstall W10, the drivers and the software that originally came with your notebook.
Here is an info link for how to use that utility...

You're very welcome.
Unfortunately that would not be possible.
That is why the link to the cloud recovery tool is on your notebook's support page.

Maybe the cloud recovery tool will reinstall the recovery manager software if it originally came with your notebook.
That I could not say.
I used it on a HP 255 G7, and it installed the HP software but no recovery manager software or a recovery partition.
But the tool does different things on different model notebooks, and since I don't own a model in your notebook's model series, I do not know exactly what you will end up with.
