Hello!

HP Recovery Manager's [Reinstall drivers and/or app] & [Windows Recovery Env] Disabled after Upgrade to Windows 10 version 1709 (Fall Creators Update). What should I do to resolve this specific problem?

When you did the Windows feature update, it might have rendered recovery partition disabled. This is why recently manufacturers are requesting its customers to create recovery USB just after setup of notebook

So, have you created HP recovery USB yet?

If no, your only other option to get recovery USB is to order them directly from HP

There is an alternate way by creating UEFI bootable Windows 10 installation.

Use Microsoft Windows media creation tool to create it

This USB can be used to repair install or clean install operating system in case you need it in the future.

HP recovery USB can be used to factory reset/repair operating system but there will be bloatwares. And in the present situation, you need to pay $60 to get one from HP.

If you don't need them, Windows 10 USB is the alternate free method

The last thing I want to know is if I use the second method ie the Free one... Then the installation of Windows 10 by that way on a laptop having Activated Windows 10 already will need the activation again or not?

Not needed if:
1. If your laptop came with Windows 10 from factory

2. If you're downloading exact edition of Windows 10 that came with your notebook, usually Windows 10 Home in consumer notebook

Just skip the activation key window, keep connected to internet. It'll automatically get activated on installation. The key is embedded in the BIOS chip on motherboard.

Now the recovery partition or recovery is not gonna be corrupted after an upgrade of Windows 10 (as I know so far). HP has released the latest update for HP Recovery Manager to fix the recovery features after the installation of the upgrade of Windows.
