HP Spectre 360 model 15-df1033dx.  No system on hard drive, had to get new SSD.

HP will NOT boot from USB C or A??  Changed BIOS and put USB as first boot, NO doesn't work.. 

Trying to reinstall windows 11

You said there was "no system on the hard drive". How did you determine that?

Did you boot from a USB stick containing Windows PE and confirm the drive was blank? I'm guessing, not.

Did you remove the drive and connect it to another PC and confirm it was blank? I'm guessing, not.

So most likely, it would no longer boot -- and if that was the case, with a little work, you could have restored the boot files and have it working again.

And then, if you wanted the speed of an SSD, I could have told you how to CLONE the drive so you could swap in the SSD and run Windows from that.
