The Spectre laptop  will not start.  Iit says "Preparing automatic repair" then says "Your device ran into a problem and needs to restart. We'll restart for you." "Stop code Inaccessible_boot_ device (0x78)". Has continually cycled through this loop for an hour or more. Restarting the computer provides the same results.

I hear that your HP Spectre appears to be failing to start Windows and repeatedly entering recovery. Based on the HP recovery guidance, the main HP-supported next step is to open Recovery Manager and attempt recovery options before doing a full system recovery.
 

What you can try:

Back up your files first, if possible.

HP warns that a full system recovery deletes files, programs, and documents added after purchase.
 

Try Recovery Manager from startup:
 

  • Turn the computer off.
     
  • Turn it back on.
     
  • When the HP logo appears, press F11 repeatedly until Recovery Manager opens.

In Recovery Manager:
 

  • Check Advanced Options first.
     
  • HP notes there may be other repair options available before a full recovery.
     
  • If available, try startup-related repair options first.
     
  • If those do not work, you can proceed to restore the computer to its original factory condition.

Important warning:
 

  • A full system recovery returns the PC to its original factory state.
     
  • This removes your personal files, installed programs, and changes made after purchase.

HP recovery notes:

  • You can also launch Recovery Manager from Windows if Windows loads:

    Start > All Programs > PC Help and Tools > Recovery Manager
     
  • If the recovery partition is unavailable or damaged, HP says recovery discs can be created or obtained from HP.
     
  • During recovery, leave the computer powered on and do not interrupt the process.
