I am unable to update to windows 10 because I "need more space" but I have deleted what i can and it still isnt enough. I tried reaching out to HP tech support on Twitter and they were no help.

Unfortunately, that is a major issue with the notebooks that only have the 32 GB eMMC drives such as yours.
Here are some suggestions I have to free up memory space if you have not done so already.
1. If there is a SWSetup folder on your C:\ drive, copy that folder to a portable hard drive for safekeeping. That folder has all of the program and driver installation files that originally came with your PC. You do not need this folder for your PC to operate, so you can delete it, once you have backed it up.
2. Run the disk cleanup utility. When it gets to the disk cleanup window, click on the 'Cleanup System Files' box on the lower left side of the window.
The utility will run again and arrive at the disk cleanup window. Check all of the boxes to delete the unnecessary files.
I found on several of my PC's there were over 5 GB of old Windows update files taking up space.

If all of the above steps fail to give you the space you need, and you have experience clean installing operating systems, then the only other option would be to clean install W10 using the new update by making the bootable USB installation media from the media creation tool website.
