Trying to Recover a HP Stream Notebook - 13-c010nr to factory settings. The original owner has past and I am trying to reset it for his Grandson. I get into the recovery routine (Hold F11 and press Power) and have an option to press F8 to do a recovery. However it instruction is to plug in a recovery disk and F8 just blinks and repeats. Tried to just install a new OS but found this is a pseudo computer does not have enough disk space. I did see there is a recovery drive. Not really sure if this is Windows 8 or Windows 10. It starts like Windows 10.

Its original Operating system is Windows 8.1 but user may upgrade to Windows 10. Can it start now ? You can check to see what is it running now.
If Windows 10, you can re-install from fresh using (clean install)

That's true because machine ONLY has 32GB of eMMC for storage. You can use the following way if you wish:
