HP Stream unable to reset PC, HP Recovery disk tool won't accept the valid product ID

The user of this machine has learning difficulties and does not know their password and does not have access to their email or any other method to recover or reset their Windows account. Therefore, I need to perform a clean reset of the PC. However, this machine was only designed with 32GB of memory which apparently is not enough space to initiate a reset of the machine. There is no other means with which to clear any space that I am aware of. 

I have downloaded the HP Recovery Tool and I have input the Product ID on the back of the machine but the tool claims that the "Product ID does not match or is invalid. Please contact HP Support." 

The product ID is valid as I have triple-checked it and there is no other options available with this machine.

You are quite right.

The product number 3RN89EA#ABU is correct.

The problem is the cryptic code generated of 'Item0015' when you check the eligibility of the PC in the HP cloud recovery database at the link below:

What that means is the PC has reached 5 years of age and is no longer supported by the HP cloud recovery tool.

Your only option would be using the Microsoft media creation tool to create a plain W10 USB installation flash drive and clean install W10.

Download Windows 10

When you get to the part that asks, 'Where do you want to install Windows,' delete all of the partitions on the drive, leaving just one partition of unallocated space.

That will maximize the amount of disk space available.

Click next and W10 will install.

After W10 has completed installing, you can install the drivers and available software from the notebook's support page:
