I have a Pavilion 15 inch 15-au023cl laptop that had a hard drive crash. I did not have recovery disks or usb so I ordered a 9 39156-001 16G USB WINDOWS 10 64-BIT RECOVERY KIT from HP. When I try to install from the recovery software, after recovery formats the drive and starts to copy, I get a Copy file fails error.

I had pressed OK multiple times and nothing occurs. I would power down and restart the recovery process over. After multiple fails, I called HP to see if I can get a replacement but HP will not speak to me or send me a replacement unless I pay a one time fee of $35 and $15 a month for a year. I cannot get anyone to speak to me unless I pay them. What a scam. What can I do?

shame on people not listening to customers.
If I were you , if you have a second Windows 10 computer , go to Microsoft page https://www.microsoft.com/en-us/software-download/windows10
Click on the button "Download tool now" to download Microsoft Media Creator.
It will create for you a n USB Windows 10 installation kit.
Install the OS , then you can manually install your computer's drivers or just try with Windows Update.
