I used the HP Cloud Recovery Client to create a recovery USB for my HP ZBook 15 G5. During the process, I selected the “Operating System and Drivers” option.
After booting from the USB, instead of the HP Recovery UI, I’m taken directly to the standard Windows 10 installation setup screen.
I was expecting the HP recovery environment to load, with tools or UI similar to consumer HP devices (like the recovery wizard or factory reset options).
There were no error messages, the download and creation completed successfully, and I’m using a stable LAN connection.
Steps to recreate:
Download and launch HP Cloud Recovery Client
Select HP ZBook 15 G5 and choose "Operating System and Drivers"
Create recovery USB
Boot another device using the USB
Windows setup appears, no HP Recovery UI
I would like to know if this is expected behavior for business devices like the ZBook series, and whether there is any way to get the HP Recovery UI on these systems.

That is correct.
All you get is a standard Windows installation.
Please go back and carefully read the instructions I gave you the other day (posted again below) for how to automatically install the drivers and software after Windows is installed.
There is a box you have to check if you want the cloud recovery tool to automatically install the drivers and software for you. Read the section:
Installing HP drivers and software after recovery
Note:
Without installing Shortcut_to_HPSoftwareSetup.exe, you cannot install any drivers or applications.

In my HP PC's Mother Board has a Dedicated NVIDIA P2000 Graphics Card but in the recovery drive which I created, I was just examining the files but in the Graphics folder I did not find any driver that was of NVIDIA.
Why?
