Computer won’t boot up- the power button flashed. Tried rebooting with a hard restart and power button lit up. Caps lock is blinking in a pattern of three times slow and two times fast. I got a little water on in last week, but it was working fine over the weekend after the water spill.

The computer flashing/blinking is a way for it to community with you and tell you where the problem is. HP has created an official article about this matter >> https://support.hp.com/us-en/document/c01732674
I am afraid that this is a hardware issue. This means memory problem. The embedded controller times out waiting for BIOS to return from memory initialization.
Potential solution >>
If you did try everything but nothing helped, I am afraid you will need to bring your computer (or ship it) to service - HP Authorized service center. If the computer is still under warranty, you will need to notify HP support first. If you are not sure where such a center is located, please contact HP support for assistance in finding one.
