With the Ubuntu Linux distro, you don't install immediately from the USB stick; instead, you boot into a Live Environment which then displays a desktop and gives you then option to run Ubuntu or install it. How far does it get when you choose the option to run Ubuntu?

Hi,
It could be a problem with the Hard drive of the notebook. Do you have an HDD or an SSD in the notebook?
Try performing HP diagnostics at boot and see if the drive has any hardware errors.
Turn off the PC by holding the power button
Turn on the PC and repeatedly keep hitting the ESC key until the startup menu appears
Press F2 to enter diagnostics
Perform the fast system test or at least the Hard Drive test
